Abstract

The theory of development management of economic processes associated with institutions of democratic capitalism. Communism easily got recognition in Russia, as it represents an ideology of the consumer society. The shock of the transition from socialism to capitalism has seriously struck by the Russian production culture. In Karelia has been developed and testing the triple Partnership Format (FTS «Government, business and society») on trust and openness. Use the foundations of Cybernetics has contributed to science management «philosophy of instability». This recognition of the inertia of large socio-economic (Ergodicity) allows the productive use of the proposed new partnership format.
