Problems of human rights activities in the sphere of protection of rights of disabled person

Abstract

The protection, encouragement and implementation of the rights of disabled people are analyzed in the article. The rights of disabled people are protected by the international acts. Disabled people are the most unprotected category of the population. Russia in 2013 ratified the Convention of the UN on the rights of disabled people. The Russian legislation creates conditions for life of disabled people in the environment without restrictions. It is necessary to understand the system of the rights, freedoms of disabled people and obligations based on the principles of the social state from the state which is legislatively enshrined in the constitution and other regulatory legal acts as legal status of the disabled person. Regulations of such acts determine the special status of disabled people including the additional special rights proceeding from extent of the restriction of physical capacities recognized in accordance with the established procedure. Authors propose measures for improvement of the social right.
