Human capital and its indicators (sociologist’s look)

Abstract

In the last two decades in our country the attention of researchers is drawn to questions of quality of the population, management of human resources, the human capital, development of the person and human development. However in scientific literature it has not developed more or less unambiguously treated and interconnected system of concepts for the description and the analysis of the population, the person and human potential, the human capital. In these conditions there is a need of coordination of different concepts and conceptual systems. Aim. To consider various interpretations of the human capital, to prove opportunity and need of its understanding from the sociological point of view. To show that the human capital is formed on the basis of human potential and is its component, to offer new system of indicators of the human capital. Results. It is shown that the human capital is formed on the basis of human potential and is its component. The new interpretation of the human capital is given. From our point of view, the human capital - the systems of needs, abilities and willingness of individuals and communities created on the basis of human potential to carry out socially important activities, social roles and functions and diverse results of use of these systems (knowledge, skills, abilities, etc.). These results in certain social and economic circumstances can bring to the owner of these properties, and also society (its institutes, the organizations) the income, profit, the benefits, advantages. Six groups of indicators of the human capital are offered.
