Limitation of the constitutional right to hold public events under the regime of response levels

Abstract
In this study, the authors examined the possibility of limiting the constitutional right to hold public events in view of the response levels regime from a factual and legal point of view. The possibility of restricting the right to public events under martial law and the response level regime derived from it in the context of compliance with the norms of the Constitution of the Russian Federation is assessed. Established the grounds on which the restriction of the right in question may be recognized admissible. The legal possibility of restricting the right to public events is characterized. The conclusion is made about the presence of actual grounds for the use of restrictive measures in respect of freedom of public events in the conditions of the average level of response and in the absence of legislative basis for this.
