Dilemmas of the normative regulation of knowledge transfer and intellectual activities and the regional innovative growth of human capital: eurasian experience

Abstract

Formation of international integrations leads to a number of problematic cases in the field of securing intellectual property rights. Problems include not only the essential questions of the results use of intellectual activity, but also go beyond the legal definition of the status and procedures for solving conflict in respect of intellectual property, affecting to the purposes and positioning of national states and integrations in the global economic model of innovative growth. This problematic field is related to the regulatory dilemmas within the normative mechanisms for the transfer of knowledge and for the processes and results of intellectual activities, because of the stimulating or inhibiting effect of the different versions of the dilemmas resolution on the development of creative and entrepreneurial components of innovation, thereby determining return on investment in human capital at the level of the national state and the integration.
