Public demand for changes in the management system of continuous healthcare career guidance

Abstract
In the context of increasing instability and uncertainty in professional activity, the relevance of this study stems from the need to develop a management system for continuous medical career guidance that promotes a conscious and constructivist approach to career development. The study aimed to define the conceptual foundations of a career guidance management system in healthcare that addresses public demand and ensures stakeholder engagement. The methodology is based on the concepts of subject-subject management and stakeholder engagement, as well as an expert survey of representatives of key actors in the career guidance system (N = 240), specifically government bodies, educational institutions, employers, and optant families. The results show that most experts identify the optant as the key actor in career guidance, with educational institutions, employers, and families also playing a significant role. The main obstacle is considered as the lack of a coordinating link, which leads to the process disorganization. As a solution, the authors propose assigning coordination functions to a specialized medical university. The study findings confirm the efficiency of combining stakeholder and subject-to-subject approaches in managing the career guidance system, which involves active interaction between key participants in the process for the purpose of continuous career development of individuals in the healthcare sector.
