Maternity capital in Russia: Development and implementation (until mid-2025)

Abstract
Since the 21st century, the birth rate in Russia has been a concern for the state. This is also the reason for the introduction of maternity capital in Russia in 2007, which is a state measure of family and demographic policy. This study aimed to examine the retrospective development of this family support measure and its implementation. The study methodological design is based on a historical-genetic approach and a comparative analysis of changes in regulatory documents. We concluded that maternity (family) capital has become widely popular among the Russian population, to the extent of becoming accustomed to it, and many people do not perceive it as an additional family support measure any more. The implementation of the maternity capital program has undergone increases in the amount of payments, the categories of recipients among Russian citizens, and the range of its applications. We argue that the potential and targeting of maternity capital is possible to increase through the development of regional maternity capital programs. In order to assess the impact of this support instrument on the well-being of families with children, ongoing monitoring and feedback are necessary, including with the aim of modernizing the mechanisms for managing maternity capital funds.
