The article deals with the role of self-realization in the formation of the social compe tence in human’s life in the modern society. It describes the factors that challenge today’s society and affect the socialization of the individual. The problem of the formation of competences through the sphere of self-development, which is considered in the mainstream of the development of pedagogical science and the research of subjective factors of mastering specific competences, is concretized. The importance of such components as communicative, effective-practical, cognitive with regard to individual social groups, the state and society as a whole is taken into account.

The interrelation of the basic social and economic laws of development of work - the law of public division of labor and the law of nationalization of work are analyzed. Authors proved the necessity of the analysis of this interrelation in two aspects: technical and technological and social and economic. It is proved that in technical and technological aspect this interrelation is a special case of realization of the principle of development of any systems consisting in differentiation and integration. The social and economic aspect of this interrelation is connected with overcoming by social results of operation of the law of nationalization of work of social results (first of all negative) operations of the law of public division of labor.

The results of research of school’s directors of St. Petersburg are presented in article for the first time. The novelty of a research is that the analysis of results was under construction on the assumption that conceptual changes in education demand change of administrative activity of the head of school. The received results give a basis for assessment professional positions of school's directors and efficiency of activity of governing bodies of education and system of additional professional education.

A set of approaches of modern scientists in the field of sociology, history, hilosophy and economy on biopolicy as practice and the strategy of the power in management of society. The concept of biopolicy starting from Michel Foucault’s doctrine hasn’t found the theoretical and empirical filling in Russia yet. Many of the approaches are still not presented in domestic scientific literature.

Since 1992, the death rate in Russia has exceeded the birth rate, sociological and demographic studies show depopulation, that is, a decrease in the population of the country, including the labor force. In Saint Petersburg and the Leningrad region there was a noticeable process of aging of the population, mainly working ages and a reduction in labor resources. This social factor negatively influenced the economic development of the region. One of the reasons for the economic development of Saint Petersburg and the Leningrad region was labor migration from other regions of Russia, CIS countries and foreign countries. But labor migrants from foreign countries do not have the means to purchase housing and, with rare exceptions, cannot become permanent residents of the region under investigation. This factor negatively affects the formation of labor resources. The level of training and the structure of the workforce also have a great influence on the economic development of the region. Currently, Saint Petersburg and the Leningrad region continue to experience a shortage of engineering personnel and highly skilled workers.

The development of professional competence of the Russian youth takes place in unfavorable conditions connected with initial restrictions in the sphere of professional choices, social mobility, as well as crisis with in functioning of education and labor institutions. The article summarizes main directions of state supported youth employment in Russia. It presents the institutional framework of youth employment system improvement at the regional level, and the results of empirical study of students and experts opinions on the effectiveness of career guidance and problems of youth employment.

Youth, regardless of time, remains the main reserve of the prosperity of the state, and the fate of the country will depend on what values it has. The lack of spirituality and the result of it is the consumer and egoistical relation to life which are generated at many young people apathy, indifference to themselves and others. As valuable orientations of youth are dynamic, their studying is relevant in any period.

A sociological analysis of the main problems of non-convicted prisoners released from places of deprivation of liberty during the post-penitentiary period is carried out. Recommendations about improvement of process of social adaptation of minor convicts during the post-penitentiary period are developed. The prospects of development of the isnstitut of a probation in Russia which will be focused on development of a juvenile probation in Russia that will become a basis for ensuring more or less successful social adaptation and the subsequent reintegration into modern society of convicts are presented.

The formation of the social organization as object of management is considered in historical aspect. The author considers that the historical prerequisites to formation of modern social system help to the best understanding of development and formation of management with the social sphere. Social control is considered as an implementer of social policy of the state. The author considers the social organization in relation to process of social management first of all as an object of social management, and municipal service which includes the social organizations - as versatile structure of social service of the population which is designed to protect and provide the rights and freedoms of citizens.

The article provides a systematic theoretical and legal analysis of the effectiveness of customs procedures, the use of modern automated systems and information technologies in the field of customs, meeting modern requirements, an effective mechanism of risk management, the use of electronic means of information exchange, coordination of mutual work between agencies and organizations. The main link in this area is the transition to the latest system of customs control, which will reduce a significant amount of time to carry out various forms of customs control and in the meantime will increase its efficiency, which will lead to the fastest possible placement of goods and vehicles under the appropriate customs procedure. The key point of the new system of customs control will be the conditions and procedure for its implementation, which should be clear and as “transparent” as possible. Without the maximum introduction of information technologies in the process of customs control, including electronic document management and full transition to electronic Declaration of goods and vehicles, this system will not be able to function.

It is proposed to extend the range of circumstances in which the force of law parents can be deprived of parental rights

The analysis of lawsuit during the present period shows that typical means of commission of crimes is the Internet network. Due to the big coverage of audience the Internet resources represent the convenient field for dissemination of information of extremist orientation. In article through a prism of public danger of act are investigated such actions as placement in networks of information of extremist contents, like, a repost, the comment under such information. Not each of the listed actions unambiguously can be recognized as penal.

In article the competence of the President of the Republic of Belarus in the context of his role in the system of the state support of the innovation activity is investigated. The complex analysis of the law-making and administrative activity of the Head of the Belarusian state focused on the support of the processes of the creation and introduction of innovations is carried out. Specific features of the subject of the legal regulation of normative legal acts issued by the President of the Republic of Belarus in the process of his state-power activity for the realization of the innovation function of the Belarusian state are established. Characteristic features of the temporary ordinances of the President of the Republic of Belarus, regulating the realization of the innovation activity in the country and having the force of law, are revealed. The practice of issuing by the Head of the State the temporary ordinances regulating the innovation processes in the Belarusian society which developed in the Republic of Belarus is investigated. The main groups of legal norms regulating the processes of the innovation development, established by the regulatory decrees of the President of the Republic of Belarus, are revealed.
