SOCIAL PROBLEMS OF A SOCIETY
According to the author’s position, modern society and its social determinants have qualitatively new features, which allows identifying the information and digital, electronic and digital, and information and network format of modern civilization characterized by digitalization, networking, mobility, and complexity. The digitalization of the society generated and enriched scientific sociological issues with new terminology. The terms “cybersociology”, “sociology of the Internet”, “sociology of online communities”, and “sociology of cyberculture” appeared. The subject field was supplemented with new interdisciplinary areas such as digital practices, sociological analysis of digital data and digital media, and critical and public digital sociology. Global networking expands the horizons of research in digital sociology, providing sociologists with truly big data that can be studied and interpreted to monitor social communications.
According to the author’s position, society has believed for many years that young people should internalize and follow the spiritual values of their fathers. However, the experience of different generations shows that this attitude is a myth. The paper investigated several value orientations of students of a sports and physical education university. The life goals and orientations of young people were identified, and the attitude to the institution of marriage was determined. In addition, the readiness of young people to create a family was comprehended, and students’ attitudes toward the future profession were analyzed. The survey found that students at the Lesgaft National State University of Physical Culture, Sports and Health are focused on choosing a profession that will simultaneously bring pleasure and financial well-being. In the context of economic and political changes, the students of this university, being the driving force of the society, are value-oriented to create a strong and friendly family and choose an interesting and exciting job that will bring material welfare.
The article is devoted to the study of the processes of social support for motherhood and childhood in the Russian Federation, in general, and in the regions of Southwestern Siberia during one of the problematic periods of social protection — in the 90s of the twentieth century. In the context of the crisis of financing social payments, the most important task is to develop an effective concept of social support for vulnerable segments of the population. The analysis of statistical data confirming the relevance of the demographic crisis in Russian society is presented. In particular, the materials of the State Archives of the subjects of the south of Western Siberia are considered: the Altai Republic, Omsk, Novosibirsk and Kemerovo regions, the Altai territory. The basic normative acts adopted in the 1990s regulating the mechanisms of social security for families with children in our country are characterized. The logical result of the study was the conclusion that the systematic indexation of material payments is mandatory in proportion to the increase in consumer prices for essential goods. The provision of preferential loans for the purchase of housing; budget financing of summer holidays for children from poor and large families; an increase in the volume of free services for children and mothers in medical institutions is clearly not enough to overcome the difficulties that have arisen. Overcoming the crisis phenomena is seen in attempts to balance the social system of the Russian Federation relative to the real socio-economic level of the country.
The paper presents various problems considered in sociology with reference to the youth as a social and demographic group. Priority areas in the study of the plans and expectations of rural youth as a representative of the university community were identified. The aim of the study was to determine the factors of successful adaptation of rural youth to the modern academic setting. The authors used several sociological methods and techniques such as statistical data analysis, analysis of documents, secondary analysis of sociological research materials, and online survey of the population. The results of the study revealed that adaptation to the academic and urban environment is the most difficult stage for rural youth. The most common problems faced by natives of rural areas in the process of studying at the university are material, financial, and informational problems. The ability to adapt and overcome difficulties, make correct and effective decisions independently, and realize oneself in the urban space is the most important success factor for a young person who is a native of a rural area. Analysis of regulatory legal acts at the regional level allowed to conclude that the legislative framework to support students has been developed, but not sufficiently applied. The paper presents a list of practical recommendations for municipal governments and university administrators to reduce the adaptation burden during the study period and “return” young professionals to rural areas.
The paper presents the experience of comparing the results of online and offline surveys conducted by the authors within the study of the Krasnoyarsk Krai youth attitudes to national issues using a single methodology in 2021. The samples of online and offline surveys are reduced to a fully identical structure using a weighting procedure based on socio-demographic characteristics, such as gender, age, and locality. Consequently, the authors conclude that the presence or absence of differences in the responses of online and offline samples is significantly influenced by the wording of the questions, in particular, the presence or absence in the question of reference to the personal emotional evaluation of the respondent. Questions that involve revealing the respondent’s personal emotional attitude to a phenomenon or process give statistically significant shifts toward more socially desirable evaluations. On the contrary, the questions aimed at measuring the respondent’s external evaluation of a phenomenon or process do not show statistically significant differences in the answers.
The article presents the results of a media consumption sociological study among the students of the St. Petersburg University of Management and Economics Technologies. The purpose of the study was to assess the impact of external factors (sanctions, a distinct polarization of the information agenda) on the attitude of “digital youth” to the common media channels, on change of the nature of media consumption. The results of the study revealed that, according to the overwhelming majority of respondents, external factors had not affected their information sources selection process. At the same time, according to in-depth interviews, respondents note significant changes in the motivation for choosing information channels and attitudes to information published on the web. It seems interesting to focus further research on the digital youth media behavior in terms of forming Internet regulatory mechanisms.
The paper investigates the implementation of digital solutions and technologies in the social services for senior citizens in terms of the national project “Demography”. Current changes, according to the author’s position, form a new and problematic area for the management of social processes at the stages of planning, forecasting, control, and exchange of information. The development of information systems and electronic services is only one aspect of the multifactorial nature of the current situation. The main task is to solve the problem of interdepartmental fragmentation of participants in the system of long-term care for senior citizens and regulatory legal acts. Therefore, modern tendencies of studying and introduction of the positive experience of regions, search and systematization of information on effective methods of working with the population were analyzed, and examples of successful practices of innovative management were given. In addition, information products for different types of organizations were analyzed, and the modern system of interdepartmental interaction between healthcare and social service organizations in the provision of social services and medical care for senior citizens was assessed. Moreover, major problematic issues of interdepartmental interaction between healthcare and social service organizations in the provision of social services and medical care for senior citizens and the prospects for the effective development of resources of social service providers in the implementation of strategic sectoral development were identified. Consequently, recommendations on improving the efficiency of interdepartmental interaction in the system of social services and ways of exchanging information were offered. Particular attention was focused on the factors that inhibit innovation processes in the implementation of digital solutions and technologies in the activities of social services. In conclusion, the guidelines for the formation and development of innovative potential in the system of social services were specified.
The author analyzed the problem of China’s aging population in rural areas. The main characteristics and causes of aging were described, and three typical features of this phenomenon were analyzed. These include the “one-child policy”, “aging”, and “empty nest syndrome”. The author reflected on how to address aging in China and help maintain an appropriate quality of life for senior citizens in rural areas.
THE LAW IN A STATE AND PERSON LIFE
This paper is focused on the problem of legal regulation of the transfer of nonresidential premises to residential and vice versa. The authors reviewed the main normative legal acts regulating this sphere of legal relations. Special emphasis is given to the classification of a group of subjects. The judicial practice on the transfer of non-residential premises to residential and residential premises to non-residential was analyzed. Several problems, which are most frequently faced by the subjects of the legal relations, are disclosed. The grounds for the transfer of non-residential premises to residential are studied and characterized. The analysis of judicial practice showed that in assigning a new legal status to an object of real estate, its features consisting of certain conditions must be primarily considered.
The article discusses the problems of developing new methods of transferring unused lands, in particular ownerless and unaccounted lands, into agricultural lands in order to replenish their volume. The relevance of the research subject consists in the fact that agricultural land has the highest value among all categories of land that constitute the land reserves of the Russian Federation (RF).
In the study, the problems of interim measures ensuring administrative proceedings were considered. Currently, this issue is of particular relevance, since both the scientific community and law enforcement practice lack a common understanding of the essence and legal nature of these measures. Various categories of measures to ensure administrative proceedings were characterized, and the main approaches to the definition of this concept and its understanding were highlighted. Measures of administrative coercion were divided into groups, with descriptions of typical features and peculiarities.
The paper examines the problems of administrative liability of legal entities in the Russian Federation. The issues related to the administrative liability of legal entities of public law were considered. The correlation between the administrative liability of a legal entity and its officials was found. Aspects of the form of guilt of a legal entity and its correspondence to the forms of guilt of its officials were studied.
The authors analyzed the peculiarities of bringing disciplinary penalties in organizations of various types. Given the ambiguities and variations in this area, an effective legal assessment must be made of each employer. However, general principles enshrined in normative legal acts of various levels must not be forgotten. In addition, philosophical questions arise as to the fairness of the disciplinary measures imposed. Moreover, the analysis of controversial situations and the way out plays an important role. The paper gives an example from practice within the research related to the imposition of disciplinary penalties in the federal executive authority. The Ministry of the Russian Federation for Civil Defense, Emergencies, and Elimination of Consequences of Natural Disasters was chosen as such an authority. The various precedents and discrepancies in certain regulations create new areas of interest for legal science as a whole and for its separate branches. In preparing this paper, the authors used several methods inherent in legal research, in particular, general methods, methods of analysis, and philosophical methods.
The authors consider the advantages of the concept of digital financial assets, in particular the digital ruble, over other forms of money. The existing approaches to the implementation of the system of data privacy and consumer protection in the use of the digital ruble by individuals, legal entities, and the state were analyzed. Proposals for further regulation of the digital ruble were formulated.
According to the author’s position, the implementation of international law at the national level continues to be a relevant area for both theoretical and practical research. In the context of globalization and integration, this issue is of particular importance. The study of the importance of international legal acts for the penal system of the Russian Federation is fundamental. This paper examines international legal acts and their significance for the legal regulation of Russian penal policy. The aim of the study was to analyze the theoretical and practical aspects of the implementation of international normative legal acts in the execution of criminal sanctions in Russia. The formal and logical and technical and legal methods were applied in the study. The authors made several conclusions on the modern mechanism of implementation of the provisions of international acts in the execution of criminal sanctions.
