Abstract

The article is focused on the influence of information inequality on ensuring of social security. The authors reveals the concept of information inequality, its sociological analysis as a form of social inequality. The article studies social risks, dangers and threats of the influence of information inequality on the social security of Russian society. The article shows differences between “information” and “digital” inequality. Leading directions in the use of Internet resources are presented. On the basis of the analysis identified options for overcoming information inequality in the country.

Abstract

The article based on the analysis of articles by Chinese sociologists, the materials of the National Census of China and sample statistical surveys of the population, organized in different periods, presents key statistical indicators on the sources of income of elderly urban and rural residents of China. We analyse, in particular, the total number of elderly people in urban and rural areas, categories of such citizens by source of income and guaranteed income in different periods of the All-China Census and sample statistical population surveys. Data on the preliminary results of the 2020 National Population Census are presented. The statistics researched in the article confirm the crisis of the traditional life-support model of the elderly in China and its gradual replacement by the modern model, which is reflected in the increasing role of public pension provision for the elderly in China.

Abstract

The relevance of the topic of the study stems from the fact that modern digital technology has a negative impact on consumer behaviour and makes it difficult to distinguish between real and fake media. The latter, in turn, are detrimental to society. One of the developments contributing to institutional media problems has been the emergence of deepfakes, which are hyper-realistic “fake content” videos that use artificial intelligence. Combined with the reach and speed of social media, persuasive deepfakes are reaching millions of people in a short period of time and have a negative impact on our society. The paper analyzes the technology of creating and using deepfakes, describes the results of its impact on consumer behaviour, identifies types of deepfakes and groups of producers, and identifies advantages and threats of this technology.

Abstract

The article reveals such an important function of management of social adaptation of a military school cadet as regulation (regulation). It plays a leading role in correction of other functions — goal-setting, information, planning, organization, motivation and stimulation, control and analysis. It is argued that the regulation of the management of social adaptation of the cadet is a type of professional activity, which represents a way of maintaining the unity of any system, its development. Particularly significant is the relationship of regulation in numerous army organizations, as well as in society as a whole, in which social regulators are becoming increasingly important as state guidelines.

Abstract

The article analyzes the basic values of the Russian society. The methodological basis of the present study is the philosophical-anthropological, historical, axiological and sociological approaches. Culture is characterized as a process of purposeful cultivation of humanity in man and simultaneously as a complex self-organizing system that creates, transmits and preserves the basic values of human existence. By basic values the authors understand the socially significant artifacts of culture, which have a significant impact on the functioning and productive activities of not only individuals and social groups, but also society as a whole. It is argued that people’s perception of social reality is not arbitrary, but based on the system of basic values formed in their heads, allowing them to distinguish between good and evil, beautiful and ugly, true and false, useful and harmful, their own and others’. Basic values are ideal and objective. But their perception is always subjective. Based on a series of in-depth interviews with experts conducted by the authors in January and February 2023, conclusions are drawn that: 1) the axiosphere of Russian society is filled with mythological and media constructs, religious and secular meanings, narratives and discourses of classical and nonclassical ideologies; 2) both spontaneous circulation of traditional basic values and purposeful activities of various actors involved in spiritual production processes have a significant impact on its current state; 3) the basic values of Russians, according to the systematization of experts’ answers, are patriotism and family.

Abstract

The article presents the results of the sociological research on the attitude of students of Saint-Petersburg University of Management and Economics Technologies to the actual phenomenon of “cancellation culture” (cancel culture), kanselling in general, and the assessment of the cancellation of Russian culture in the West in connection with the beginning of a special military operation (SSO). The aim of the research was to reveal the peculiarities of perception of the phenomenon by the youth audience, including the influence of this phenomenon on the students’ choice of a line of behavior in the future (to emigrate or to wait). The results of the study showed that young people understand the essence of the term “culture of cancellation”, express their willingness to think and talk about the problem. In their assessment of the possible negative consequences of the so-called abolition of Russia, respondents were on the whole more optimistic than the different-aged audience of the All-Russian Center for the Study of Public Opinion (VTsIOM): the majority of respondents believed that “abolition” would only contribute to the strengthening of Russia’s position in the West. In addition, young people pay attention to the change in motivation in connection with this phenomenon: now they would weigh more seriously than before all the pros and cons of the decision to live and work abroad.

Abstract

In this study, the authors examined the possibility of limiting the constitutional right to hold public events in view of the response levels regime from a factual and legal point of view. The possibility of restricting the right to public events under martial law and the response level regime derived from it in the context of compliance with the norms of the Constitution of the Russian Federation is assessed. Established the grounds on which the restriction of the right in question may be recognized admissible. The legal possibility of restricting the right to public events is characterized. The conclusion is made about the presence of actual grounds for the use of restrictive measures in respect of freedom of public events in the conditions of the average level of response and in the absence of legislative basis for this.

Abstract

This article deals with the concept of electronic government in the Russian Federation and abroad. The authors focus on the relevance of the topic due to the fact that the rapid development of information and communication technologies in the world and digitalization of the economy of most countries requires rapid implementation of e-government project. The article identifies several approaches to defining the concept of “e-government”. The authors formulated the main goal of implementing this concept in Russia, which is to create close inter action between the state and society, and highlighted the priority tasks set to achieve the previously mentioned goal. It also refers to the fact that the formation of the institution in question in Russia began in 2002. Foreign experience in the formation of e-government is also taken into account. The comparative analysis is based on the report compiled by the UN Department of Economic and Social Development, which shows the rating of countries by the level of e-government development in 2022. It is stated that according to this rating Russia has taken 42nd place, in this connection the authors draw attention to the urgent need to analyze the principles of e-government concept of some leading countries. Thus, the article identifies the characteristics of some of the countries in the top 15 states by the level of e-government development. In conclusion, the gaps that create obstacles in improving the level of e-government in Russia are indicated.

Abstract

The article presents the general theoretical foundations and approaches to the sections of methodology and tactics. The authors established their similarities and differences. Elements of a private methodology for identifying and disclosing bribery in the field of education have been developed. It is claimed that in general, the society restructuring is inevitably associated with reforms in the field of education. Bribery complicates significantly the promotion of social and economic reforms in Russia, becomes an obstacle to the formation of a new democratic society. New ways of committing these crimes are emerging, that have not yet been investigated, therefore it is difficult to identify and disclose them. The practice of combating this negative phenomenon in the field of education gives reason to believe that people who have committed bribery repeatedly are detained on suspicion of this crime. However, in the process of investigating criminal cases, they are charged, as a rule, with only an episode of criminal activity, which is documented during arrest in flagrante delicto. This indicates the need to improve, first of all, a private methodology for detecting and disclosing bribery.

Abstract

In the present article the authors have attempted to consider some legal conflicts in the legislation of the Russian Federation (RF) on administrative offences. The relevance of the present study is justified by unfavourable statistics on the number of committed offences, which indicates the existence of problems in this area. Application of the current legislation on administrative offences is accompanied by a number of problematic issues, which must be resolved in the process of systematic modernization of legislation aimed at delimiting the jurisdiction of administrative authorities, development of efficiency and procedural economy in the implementation of proceedings on administrative offences, strengthening of the preventive function of public punishment.

Abstract

The authors have analyzed the problems of formation and development of law students’ creativity skills in the sphere of law making and also the results of open questionnaire which allowed to reveal not only students’ knowledge about the nature of law making but also their desire and ability to create laws in the future have been presented. The article deals with the options of law-making activity, a comparative analysis of different views of this process. Educational tools, which develop creativity and can diversify the educational process in higher education institution, are shown. It is argued that it is the use of nonstandard forms and methods of teaching law students contributes to the goals of law-making and professional and personal improvement of the future professional. It is concluded that the development of creativity in lawmaking is an urgent problem of modern legal education that can be solved with the help of special legal and pedagogical tools to make the learning process more creative and professionally oriented.

Abstract

The article presents the problems of the personal dignity category as an object of criminal and legal protection. The authors, based on scientific methods, attempted to consider the right to personal dignity from the standpoint of a constitutional system, that requires comprehensive protection. The fact of anticipatory decriminalization of the acts provided for by Art. 129, 130, 297 of the Criminal Code of the Russian Federation (RF CC) is recognized. The possibilities of the Constitutional Court of the Russian Federation are presented. It is stated that the criminal and legal characteristic of the category of personal dignity, having a wide range of influence, extends to all spheres of life in Russia.

Abstract

The article is devoted to the regulation of trade unions. It reflects their failure at the present time, the reduction of their role as an institute of labor law in modern Russia in comparison with the stage of their formation in the USSR. The authors briefly disclose the problems of their insignificant independence, independence from the employer and the state policy, as well as the way of formation of the legislative framework in the field of trade union organizations. As a legal mechanism, one of the main tools for protection of rights with the help of a strike is considered. Examples of strikes in the USSR and modern Russia are given. The conclusion about the need to reform legislation in the field of trade unions in order to increase their independence and autonomy from the employer and the state apparatus.

Abstract

The article provides an in-depth analysis of the current legislation of the Republic of Kazakhstan, examines certain provisions of the Constitution of the Republic of Kazakhstan, as well as a number of other normative legal acts. Along with it the features of realization of such principle of activity as economic development for the good of the people, fixed in article 2 of the acting Constitution of the Republic of Kazakhstan, are opened. The national system of accounting regulations of the Republic of Kazakhstan is defined as a driving force of improvement of its economy. The system, characterized by a certain structure and special hierarchy, is represented by the legal mechanism of accounting regulations with unified accounting requirements. The national system of accounting regulations reflects the specifics of interaction of normative legal acts on the basis of their belonging to one of the levels of the described system. In the process of research some features of the national system of accounting regulations of the Republic of Kazakhstan were revealed. Particular attention is paid to the legal and methodological bases of accounting in relation to the economic entity. The question of the role of the President of the Republic of Kazakhstan and the Ministry of Finance of the Republic of Kazakhstan in the formation of a national system of accounting regulations is highlighted.

Abstract

The article is devoted to the analysis of the text of the trade agreement between Russia and Germany of 1894. The author has analyzed in detail the conditions and structure of the trade agreement, its historical and legal significance. On the basis of the conducted research the supposition is grounded that conclusion of the trading agreement has not resulted in termination of the Russian-German customs war which began in 1892. The article gives the evaluation of the consequences of the trading agreement for mutual trade of two countries and further events in the world history.
